Having served at the federal and state levels as an appointee of both Republicans and Democrats, Steve Fetter built upon his state utility regulatory experience to lead the Fitch utility ratings practice to unprecedented levels of market presence and revenue growth.

In 2002, Steve accepted a seat on the CH Energy Group Board of Directors and formed Regulation UnFettered, an energy advisory firm, to use his financial, regulatory, legislative and legal expertise to aid the deliberations of regulators, legislative bodies, and the courts, and help guide them in evaluating utility regulatory issues.
